GREG FOUQUET, PMP, CCP, CISA is an independent trainer and consultant specializing in Project Management. For over nine years, he has been helping organizations improve the success, productivity, speed, and satisfaction of their Business and Technology Projects. His Clients include: Microsoft, Health Net, Nestle USA, Exxon Chemical, The Federal Reserve Banks of St. Louis and Richmond, Monsanto, Honeywell, Kaiser Permanente, Vision Service Plan, Eli Lilly, Hughes Aircraft, and Ernst & Young.

Before founding his firm, Greg spent four years at the National Office of Ernst & Young as a Senior Manager and Project Director in their Advanced Systems Technology Group. He is one of the original architects and authors of their NAVIGATOR Systems Engineering Methodology. In addition, he is a specialist in Navigator’s advanced Project Management techniques to include: Structuring, Planning, and Controlling Projects, conducting risk assessments, managing client relationships, and leading Project Teams.

As a Lead Trainer for E&Y, Greg conducted Project Management seminars for Clients throughout the United States, Canada, Asia, and Europe. He also helped pioneer the design and development of E&Y's Project Management Masters Program, and then served as a Primary Instructor in that Program for over two years.

Besides his "Big 6" consulting experience, Greg has over 15 years of management experience in the Banking Industry. He has served as Vice President and Manager of a 160-person MIS Department, Senior Corporate Project Manager, Senior Systems Analyst, and Lead EDP Auditor.

Mr. Fouquet holds a M.B.A. degree from Loyola University in Los Angeles, and a B.A. degree from the University of Washington, with majors in Operations Research. He is also a graduate of the Harvard Business School's Executive Education Program in Managing Information Technology.

Greg is a certified Project Management Professional (PMP), a Certified Computing Professional (CCP) specializing in Management and Systems Development, and a Certified Information Systems Auditor (CISA). He is listed in the International Who’s Who of Information Technology, and is a member of the Information Systems Audit and Control Association and the Project Management Institute.

CareFirst, Blue Cross Blue Shield.  Project Management Liaison, facilitating corporate projects’ use of Program Management Office (PMO) resources/training/procedures to ensure project success.  Developed guidelines and tools to support implementation of PMO standards.  Managed start-up of e-Commerce Subsequent Enrollment and Renewals project.

 Oxford Healthplans, Inc.  Provided strategic and operational advice to HMO department responsible for implementation of risk delegation contracts.  Forecast HMO’s resource requirements, particularly staffing requirements for departments involved in implementation and monitoring of risk products (departments included IT, Government, Claims, Medical Management, Quality, Marketing, Finance, Delegation Oversight, Account Management).  Consulted with finance department, advising on appropriate factors for allocating expenses related to delegated risk contracts.  Prepared Best Practices documentation identifying 1) process for negotiating contracts to assure that Oxford’s policy and operational requirements were addressed in deal points; 2) process for evaluating the vendor’s ability to service the contract; 3) implementation processes; 4) oversight activities for the delegated business.  

Computer Sciences Corporation (CSC)/ Mayo Management Services, Inc.  Consulted with POWERMHS (medical claims transaction system) client regarding programming logic required for accurate customized reports where data was drawn from several relational databases. 

Healthsource, Inc.  Senior Project Manager for cleanup of troubled medical claims system conversion.  Conversion and system set up issues significantly impacted health plan’s ability to conduct business.  Problem areas included: claims, provider contracts, fee schedules, accounts payable, general ledger, capitalization, and errors in converted data.  

Healthsource Tennessee, Inc.

Interim Accounting Manager.  Supervised transitional staff during finance department relocation; supervised monthly and year-end financial closes for publicly traded HMO; supervised internal review and numerous corrections to general ledger postings during last two months of fiscal year which resulted in audit with no adjustments by external auditors. 

Project Manager for TennCare.  Liaison to TN Plan Management, Regulators, and internal departments for resolution of multiple long-term issues following implementation of new product (TN State Medicaid replacement).  Supervised cross-functional efforts to correct financial, claims and data reporting issues.  Accomplished the release of approximately $1million withheld for reporting deficiencies. 

Overlook Mental Health Center.  Interim Accounts Receivable Manager for Community Mental Health Center.  Prepared cost report for State grants; created electronic file format, supervised successful EDI transfer of claims to resolve a six-month backlog of TennCare claims; supervised staff of three in billing and collections.

International Projects

Responsible for two retail software implementation projects in Brazil on the AS/400.  All tasks conducted in Portuguese.
